He was born in Ladywood, Birmingham, & educated at Old Edgbaston School where he formed a life-long friendship with the artist, W A Breakspeare. At the age of 14, he entered the Birmingham School of Art in 1868, where he was a student friend of Walter Langley & then spent two years as an assistant master, taking private pupils before attending Verlat's Academy, Antwerp in 1880.

Harris initially visited Newlyn in 1881, where he spent almost a year, sharing a house with eight other painters. He left to spend the first of two Breton summers. The second in 1882 was spent in Pont Aven, where he met Elizabeth Armstrong. He settled in Newlyn in 1883 at Castle Cliff Cottage, where his son was born in 1884. His Wife died at the age of 25 in 1887, his son was nursed by Elizabeth & others. It was at Cliff Castle, at the invitation of the Harrises, that Elizabeth Armstrong first made the acquaintance of Stanhope Forbes. After his Wife's death Harris moved with his son & nurse to Belle Vue House, where Elizabeth & her mother also lodged. Forbes was also to join them there after Elizabeth & Stanhope were married.

In 1895, Harris left Newlyn finally & met his second wife, Sally Cornwall. They were to spend the following three years in Cardiff, Newport & Bristol where Harris continued to paint portraits.

He exhibited at Birmingham, Glasgow, Liverpool, Manchester, Royal Academy, Royal Society of British Artists, Royal Hibernian Academy, Royal Institute of Oil Painters & elsewhere.
