William Payne, OWS (c. 1760-c. 1830)

He was first employed as engineer in Plymouth Dockyard. He moved to London by 1790, and became a landscape artist & drawing master. He exhibited views of Plymouth in the Royal Academy. Many examples are in the National Collection at the Victoria & Albert Museum.
